Dalton Outlaw

A first generation college graduate and entrepreneur. Dalton Outlaw was born and raised in Saint Paul Minnesota. Outlaw spent most of his early years in the Frogtown and North-end neighborhood.
After graduating from Concordia Saint Paul, Outlaw decided to start a business in the City of Saint Paul. He sold his car to get the capital to get started. In 2011, Outlaw officially opened the doors of Element Boxing and Fitness - a local boxing gym with a mission to use its business as a resource for good in the community.
Outlaw has been recognized for his work and community impact as a social entrepreneur both locally and national. He continues to put people first and develop innovative solution to strengthen the community, while developing further as a community leader.
Having experienced homelessness and challenges in housing both as a child and adult, Dalton established, Outlaw Development to help build and create housing opportunities to those most vulnerable residence in Saint Paul. 
Outlaw is not only a savvy businessmen but also a loving husband to Lacee Outlaw and father of five beautiful young boys - Dalton Jr 9, Liam 7, Isaac 4, Mason 3, Roman 3 months. When he’s not working. You can find him enjoying time with his family.

Vice President, COO - Outlaw Development

Shawn Devine

Shawn Devine has over a decade of experience in residential property development, management and entitlement.  Prior to starting his real estate career Shawn worked for close to 15 years as a proprietary bond trader based out of Chicago, Illinois with extended periods in Minneapolis, London and Frankfurt. His educational background includes an MBA from the Carlson School of Management at the University of Minnesota and an undergraduate degree in English from the University of Saint Thomas.
Shawn brings experience with HUD, CDBG, HOME, LIHTC, ARPA and Section 8 subsidy funding, financing and reporting.  He has owned, invested in or structured financing for over $40m of residential real estate during the past decade.  Mr. Devine has worked closely with local municipalities and community representatives to bring affordable housing visions to reality since joining Outlaw Development.
Shawn's background in the financial markets brings a necessary perspective to the current and future pipeline of development projects for Outlaw Development.  Shawn's parents were both social workers and his upbringing adds to the depth of Outlaw Development's commitment to equity, inclusion and wealth creation through affordable housing.
